The customer has an on-going delivery programme that requires engagement with offerors in a timely and cost effective manner. The customer wants to set up a panel arrangement with pre-qualified offerors that can be engaged as required through a competitive ‘Work Order’ process. The customer is looking for offerors to work with in-house delivery teams to provide design, development and test and release skills, etc. to achieve the outcomes determined. The requirement is to combine agile development practices with customer centred service design.
