The Department’s business needs for an intelligent search engine for its web sites, content and electronic documents are: • Allow external stakeholders and staff to search a range of internal electronic documents, emails and web site data using simple phrases and contextual concepts not just keywords; • Search accuracy and quality of relevance ranking must be very high and include measurement of the relevancy (see specific requirements p23); • Must be capable of producing results, to both external stakeholders and staff, in a timely fashion; • Allow external stakeholders and staff to find documents by browsing conceptual categories that are automatically or manually developed, and accurately populated by the software; • Allow staff to derive metadata automatically from document context and automatically link documents to multiple concepts and categories; and • Provide highly automated retrieval and categorisation software that minimises the staff time and cost of setup, integration and maintenance especially additional data and categories.
